When somebody concentrates on listening, or focuses on looking at something far away... is the only thing that increases sensitivity attention? Or are there biological changes in the receptor organs that increase sensitivity?

How does noise polution from boats/ships/sonar effect marine wildlife? How come dolphins and whales can swim next to boats and seemingly be fine, but I have read about boats and their motor noise effecting marine life, in particular those relying on echolocation?
