Today when a natural disaster strikes a country, multiple other countries rush to their aid, sending supplies and manpower. Was this common throughout history? What's the earliest record we have of a country helping another in this circumstance?

In WW2, American small arms like the M1 Garand, Carbine, and 1911 were made by an assortment of different companies stateside. Today, many of them are valued differently in the world of collectors. Do we have record of the troops having preference of different brands due to quality of production?
