Why do many American states & municipalities have seals but no coats of arms?

Were there actually ancient Egyptians in Ireland and is there any archeological evidence to support it? I’ve seen some people online writing articles on the topic but I’m extremely skeptical of it. It seems like more of a conspiracy theory than anything, but I'm not entirely sure.
