It is said that the European military revolution in the early modern era was caused by innovation resulting from the endless fighting amongst the various European powers. But endless conflict was also a reality in other parts of Eurasia. Then why did a military revolution not occur anywhere else?

Why was the authoritative version of the 1689 Sino-Russian Treaty of Nerchinsk written in Latin? Russia is a Slavic Eastern European culture while Latin was the language of Western European Catholic and Protestant cultures, isn't it? Wouldn't the Russians have used Church Slavonic instead?
