In November 1940, Soviet foreign minister Molotov visited Berlin. Nazi foreign minister Ribbentrop gave him a draft agreement, but Molotov did not sign it. Was this a serious attempt at a strengthened Nazi/Soviet alliance? Or was it just a ploy, since Hitler already had plans to invade the USSR?
