SEATO was Southeast Asia's answer to NATO. But it dissolved in 1977, when the Cold War was as very much alive. Why didn't the alliance last longer?

Exile was sometimes used as a punishment in classical antiquity. How did governments know the person didn't leave their designated place of exile? For example, if I'm exiled to some remote province or city, what's to stop me from just leaving?
