Is there a scale for time dilation as in. At speed A you experience .5 seconds every second relative to object C. At speed B you experience .7 seconds every second relative to object C. So on and so forth?

ELI5: Why we have to reach escape velocity to exit earths gravity well. Why cant I just go up at say 1km/h and eventually just out range the point that the gravity well will pull me back in?
