I once saw an illustration of a Roman bath complex that showed young boys dive bombing in the pool. Were children allowed in the baths? If "yes" would the Romans have tolerated that kind of behaviour from them?

In Boardwalk Empire in a flashback when you see Atlantic City in 1884 it's basically just two streets of wood building by the beach. Would it really have been that under developed back then?
