Why did discrimination against Irish and Italians all but disappear but discrimination against Black people persists to this day?

I heard something like 8 percent of Soviet officers were purged during the red terror while something like 1/3 of American officers were purged during the first year of their involvement in WW2. if this is true why was the Soviet military crippled but not the American one?

I read that 1/4 of Cuba's entire was Soviet subsidies, they had plenty of access to the Warsaw pact countries markets why did they never use that money replaced their old American cars with newer model Warsaw pact cars that where easier to get parts for?
