Why was it necessary for Roman law to forbid men of the senatorial class from marrying actresses? Was there a high-risk of senators marrying actresses?

I have a book from the 1930's by Muhammad Ali of the Lahore Ahmadiyya Movement wherein he briefly denounces "free love" as one sins now plaguing the West. What sort of free love movement would he have been familiar with as taking place in the West (presumably Britain)?

How did the Nazis conceptually reconcile Germans being a 'master race' while simultaneously being totalitarian? That is, a race of masters would be a race without masters themselves, right? But the Nazi government controlled everything and didn't allowed basic freedoms.
