What was Scholarship and education like in the High Middle Ages in Western Europe and who's job is it that's expected to have something related to scholarship and learning?

In any point of there history how did the Papal States governed itself? Was the Pope involved in the day-to-day business of Rome and anything under the Papal States, did the Papal States also have some sort of bureaucracy that handle the day-to-day running of the Papal States?
