Why isn't eating raw fish as common in historical western cultures vs eastern cultures? Seafood is a huge part of the European diet but it is traditionally preserved/salted.

It seems like all European colonies were sold back home as being "civilizing" and "beneficial" towards the colonized, when they were actually exploitative and abusive relationships. Are there any examples of a colonization effort that was actually humanitarian from the start and good for everyone?
