How have The Decline of the West and A Study of History affected how historians view the past, if at all?

History as a discipline is all about the interpretation of the facts and about arguments about the past. That being said, when reading a book or an article how can I tell what is fact and what is an interpretation? If there is a better way to frame this question please let me know!
