Since the photon is the force carrier of the electromagnetic force, does that mean that when two magnets repel or attract one another, it is photons that are pushing them apart or pulling them together?

If we, as observers watching mass fall into a black hole never sees it cross the event horizon, how can we observe the black holes to ever grow? From our perspective, no new mass ever gets past the event horizon to make the black hole grow.
