I’ve heard the Taiping Rebellion in China characterized as a rebellion but also as a civil war. Which is more accurate according to historians?

In the late 1800’s the U.S. seemed to be very concerned that Cuba didn’t fall into another European powers hands. It could stay in Spain’s hands, but no other European could have it. But why care considering Jamaica was a possession of the British Empire and right next to Cuba?
