During most of Joseph Stalin's tenure as leader of the USSR, the crimes carried out in his name against the Russian people were often explained as not really being his fault, but the fault of his underlings abusing power, like Yezhov. Did this passing the buck continue as other leaders took power?

I've heard that "feudalism" didn't develop as widely in Sub-Saharan Africa due to the abundance of land. Which meant that if a farmer didn't like how a local chief was treating him he could move. If that's true, why did it take such strong roots in Russia? Which is gigantic.
