Among ancient populations that practiced trepanation do we find many un- or only partially-healed skulls? Can we determine a sort of success rate for these procedures?

According to a CIA document (link inside), Heinrich Mueller said this in Feb 1945 in a bombed-out office: "'The only line of action and the sensible thing to do... is to upset the East-West alliance and accelerate the dissolution of their pact." At this point, the war is over - why care?
