My understanding is that our sense of temperature is actually sensing the the transfer of heat to/from our body. So why does my foot feel cold when the blood starts rushing back to it after having the circulation cut off for a while? (i.e. foot fell asleep)

If you sous vide a piece of meat long enough to kill all the harmful bacteria in it, could you then leave it sitting at room temperature indefinitely as long as the bag isn't breached?
