During the Principate, I understand that "elite" units within the auxiliaries would often be recruited from specific regions, such as the Balearic Isles or Batavia. Did this regional recruitment still take place with Palatina units in late antiquity?

Why did the cavalry of the Napoleonic Wars (seemingly) abandon the pistols that I understand were commonplace among certain types of earlier cavalry units, like the Reiters? Wouldn't pistols have assisted in both fights against other mounted units, as well as in opening up gaps in infantry squares?
