In a vacuum and a weightless environment, would a rotating body stop rotation if a force is applied parallel to the axis of spin, at the centre of mass?

What would happen if we could push a tube, say 10 ft in diameter, through all the layers of the atmosphere? Would the higher pressure air push up the tube?
