Am I correct that the phrase "X oxidizes" is ambiguous? (As in: "the gas oxidizes the metal" vs. "the metal oxidizes when exposed to the gas")? Is there a convention so that this ambiguity is avoided?

I've heard of counting in base 16, base 2, etc ... but are there bases that vary from digit to digit? e.g. base 2 for the first digit, 4 for the second, 8 for the third ... ?
