In WW2, Japan managed to buy blueprints for German tanks such as the Tiger, Panther, Panzer III N and J. Why didn't the German offer their own, arguably better-than-local designs to their closer allies e.g. Italy, Hungary or Romania who were capable of manufacturing at least the Panzer IV?
