Why did people in 1800s USA employ Chinese 'coolies'? Would it not be easier to get people from Latin America? Or places where they spoke a European language?

In the movie Flags of Our Fathers, the Native American soldier Ira Hayes doesn't understand a white officer speaking to him in 'his' Native American language. Is this portraying the ignorance of the white officer of would Hayes likely not have spoken a native language?
