[WP] Ever since the Hero organization implemented a leveling-up system, the ranks have swelled, and even some erstwhile evil doers have joined their ranks. Evil is now rare and thwarted so quickly, heroes are getting bored. Fearing regression, the organization started staging their own acts of evil.
