[WP] 99 years ago an alien armada appeared over Earth threatening to destroy it due to humanity being an "advancing future threat" to the galaxy. However, a compromise was reached: If civilization successfully reverts to be no more advanced than the Steam Age in 100 years - the Earth will be spared.
