[WP] The Villain keeps kidnapping the Hero's girlfriend and giving the Hero a choice between saving the girlfriend or the City and the Hero ALWAYS chooses to save Her over the City. The People are NOT happy. The girlfriend feels tremendous guilt and even the Villain is baffled.
