[WP] An eccentric supervillain appears to a random person guilty of "evil" everyday, beats the shit out of them, and disappears without a trace. "Evil" can mean anything from littering to coldblooded murder. Not even the strongest supers are safe, and the world becomes a utopia united by fear.
