[WP] The city have a well meaning, but goofy 60s style superhero. Criminals easily evade the hero's attempts to defeat them. Then a blow to the head turns the hero's personality to that of a 90s anti-hero, much to the criminal horror as they are chased down, still wearing their colorful spandex suit
