What is this box in the ground in my backyard. Obviously says electric but no idea if personal or for the grid. I do have pool equipment nearby. Additionally, it is filled with water. If you know what this is should I be worried about the water?

feels like granite or metal, found in a beach in the Isle of Wight - dark grey and feels very dense. Has a nib at the end and a band around the middle
