Non-ferrous metal object found inside old Craftsman tool chest. Nearly 5 inches long, flattened tips, and some sort of rubber on the shaft.

Saw this while out. What is this tea bag shaped thing for on a trucks trailer. Hangs about 2 feet down and just dangles. Seems to be about a inch tall and just flaps about in the wind.
