In the United States/United Kingdoms, were “managers” or similar roles a concept before the industrial revolution? Or since most goods/services weren’t mass produced at that scale pre-industry, there was no need for a managerial figure to oversee things?

The stereotypical caveman is usually depicted in a desert or savannah environment. Were the environments of the world in 5000-3000BCE generally similar to their modern environments? For example, would Romania in 4000BCE have a similar environment to today?
