If strep A can produce necrotizing fasciitis, how come strep throat with any cuts on your mouth and tongue does not translate to it? Is it because the saliva has antibacterial qualities?

After paying for a subscription, when I call the API to list subscriptions right away, it returns an empty array. After 10-15 seconds, invoking the API will return the new subscription (active). What's the delay? Is the API call throttled or cached?
