What's the history of garlic bread? When was it first documented and when did it become popular?

We hear a lot about Nazi plans for post-war Europe, the Jews, or colonization of the East. What about their boring plans for normal government policy? What was the 'Nazi future' of housing, welfare, development, social organization, etc?

Revolutionary France made a large number of military reforms that contributed to its (and later Napoleon's) victories. Did opposing coalition powers make similar reforms in response to repeated defeats?
