In Kubrick's 'Dr. Strangelove', a B52 bomber avoided radar detection by flying just above the ground, as low as possible. Was this a viable tactic, and if so was it ever put into use?

In the Quantum Leap episode 'Freedom' (set in 1970) an Native American man born in 1898/99 is a self-professed big fan of The Washington Redskins, entirely because of their name/branding. Was there ever any meaningful support for the Redskins from Native Americans because of their name/branding?
