Voyager 1 is about to be the first man-made object to leave our solar system. Couldn't we just send a probe out orthogonal to the plane of our solar system in order to enter interstellar space faster? Why haven't we done this?

If humans were to somehow establish control over storms around the world, but only enough to completely prevent lightning strikes from occurring and not otherwise alter the behavior of the storm, would this have significant effects on any climates/ecosystems/people/societies around the world?
