The years 1997-1999 saw a massive outpouring of (still) wildly popular animated shows, especially geared towards adults such as Family Guy, Futurama, King of the Hill, South Park, and others. What led to this seemingly sudden flood?

Much of American infrastructure: ports, rail lines, bridges, warehouses, etc., both operational and abandoned, looks decrepit- often rusted, with peeling paint, graffiti, concrete stains, etc. Is this a new phenomenon or was there a time when our infrastructure would have looked very differently?
