What factors (environmental and biological) led to the first intelligent species on earth evolving from primates, and not something else (say reptiles, or chickens, anything)? What assumptions about the evolution of potential intelligent life on other planets could be drawn from that information?

[WP] In 2019, KFC refers to Kentucky Fried Chicken. In 2744, it refers to something else, something outrageously silly. This wouldn't be an issue if you weren't a 2744 native who just woke up in 2019.

Based on other developed nations' post-WWII Heads of State, are the NPs simply too ambitious, or can developed nations' HoS still reasonably fulfill their responsibilities without violating them?
