A video series by the Youtube Channel "Extra Credits" claims Suleiman the Magnificent only ever referred to Holy Roman Emperor Charles V as "That Spanish Prince" due to the fact both claimed the title of Roman Emperor. Is there any truth to this claim?

The Historical Dictionary of Democracy by Norman Abjorensen (and Wikipedia), quote that the political doctrine of Poland-Lithuania was "our state is a republic under the presidency of the King", however neither source this quotation, and I can find no record of it. What are its origins, if any?
