What is the difference? I would expect the second column to stay and act as a filter in both examples

Date1 is the same as Date3 as I understand it. After context transition, ALL removes filter on date column, then the second argument reapplies filter on date colum with all dates <= current row date. Shouldn't the remaining filters on all the other columns hinder this from working the way I want it?
