I was reading up on political science in the United States, and, I believe Obama passed something called the Affordable Care Act, but, why was he not able to get universal health care? I believe it expanded insurance to a lot, but, it was not universal health care?

Is there any political system where the soldiers of the country actually choose/vote their own commander? I mean that the general of the military or something is actually elected by the soldiers? So that they have the confidence of the military?

Are there that many people in political science in the United States, that have proposed having a Convention of the states to amend how you amend the Constitution? So for example it's not initiated and voted on by the legislature but by national popular vote?

In politics does it really make sense that you need 34 or 38 states in order to change laws in a country, or..does it make more sense that you have 30 because that is 60% of the country? Javier Milei got about 55% I believe, and that was considered a "landslide", why not with constitution?
