Did every society individually value gold, or did some ancient societies see no extraordinary value for gold until they made contact with other societies?

In 1959 Abed Al-karim Qasim (Leader of Iraq) formed a cabinet with where 12 of the 16 cabinet members were part of the Ba'ath Party (Saddam Hussein's party) when Qasim himself was not part of that party. The Ba'ath Party had 1000 members at the time. Why?
