I go to two different RTTs per month, each tournament TO is doing the LOS / obscuring rules differently and is absolutely sure they are doing it correctly. Can I ask where are the rules that support either version

Do you think GW made a mistake with the Heavy Stubber and Storm Bolter, where the stormbolter was supposed to have 3 shots RF 3 and the Stubber should have 2 shots RF 2, but a longer range?
