When I get kill feed (if me being killed,) what exploit/mechanic am I witnessing when the enemy rapidly goes between ADS and Normal view when shooting me.... Is it stutter aim? Or a macro?

Often when I see kill feed (of me being killed,) I see an exploit/mechanic where the enemy rapidly goes between ADS and hip fire view at a fast pace, when shooting me.... Is it jitter aim? Or a macro?
