What are the little greenish rings around my eyes? Its hard to tell in the photo but in one eye the rings only show in one half. I don't remember having them, do they develop or are they caused by wearing contacts?

What are the rings around my eyes and why is it only half on one of my eyes? In the light they look like they're glowing almost? (I did not put any filter) also is the grey outline of my eye normal?
