Orwell mentioned London and Paris business implementing 'colour bars" (or bans on non-whites) to cater to visiting Americans. How common was it for businesses overseas to cater to Americans during segregation?

Herbert Hoover wrote a book on mining in 1909 where he included thoughts on the relative work rates of employees of different races (e.g. a white laborer could shovel as much as 2 or 3 non-white laborer). Were such prejudices used in practical calculations in early 20th century industry?
