Where did popular American media's portrayal of Mayors wearing a sash come from?

The US largely did not use their one alpine division in WW2 and never had one in WW1. Did any of the other actors in either war utilize alpine troops in any meaningful way during the wars?

The US has occupied Germany for the last 70+ years. Trump has threatened to pull out of Germany. Many Germans were unhappy with this including Angela Merkel. Are there any other examples in the 20th and 21st century of countries asking for their occupying forces to stay?
