Gravity can twist space so that the straight path in space is not necessarily the shortest. Could there be a twisted area of space not due to gravity where there is a shorter than normal route through space?

Is the inclusion of the speed of light in the Lorentz Force just the trial and error of experimentation? Or is there some theoretical reason why the force from a magnetic field would depend on V/c rather than V over some random constant?
