If you have Medigap G Plan, NC and 65 in November, which company covers Part D, perscription out-of-pocket the best for cancer drugs and other serious illnesses that are very costly?

I'm a Disabled Vet 100% T&P, in NC and 65 in Nov, no Copays, If I get a PPO, I loose the VA. If I get Medigap part G, Part D, perscriptions are expensive with any company! Loading perscriptions into Medicare website isn't much help with deciding. I'm thinking Blue Cross Blue Shield is the best!
