Rome was beset by invaders, climate change, and political disunity. The USSR broke apart after a long period of regional hegemony. China has broken apart (and reformed) numerous times. Are there certain "inevitabilities" that predict the fall of great empires / nations?

The "United States" used to literally be independent states, with their own identities, grievances against the others, etc. Why did the US evolve to become so centralized instead of more like the European Union?
