Why were the Roman legionaries post-Marian Reforms (~100BC) a more effective fighting force than the Comitatenses of the third century?

How long do swords last? If you were a soldier in the Roman army, would you need a new sword after every few battles? Did they have to pay for their own swords? Did they take care of their own swords (sharpening and cleaning them) or did someone do it for them.
